I had a surprise with my aeonium last winter when it was in my tomato frame for protection. It suddenly grew a shoot and flowered, pushing out of its cozy home! Great fun.

Is this plant a type of succulent?

Yes.
They grow by sending out side shoots and making smaller rosettes. They can cover the ground when conditions are right.
